Yes, a chargeback may be successful. But for a cash or cash-like transaction, the deal is completed upon shipping the goods, under the law. Not upon receipt of the goods, upon shipping them.

The War on Drugs mentality is increasing its vigilance. It is so wrong-headed, I don't know where to begin.
