If you paid for the transaction with a credit card you can do a credit card dispute or *chargeback*. I've had to do 3 in six years and it sometimes takes patience and perservance with the credit card bank. Just do everything in writing, keep copies, and keep after them.
I don't deal with European, Russian, or most businesses in foreign countries unless I can do the transaction through a reliable credit card payment processor that I trust. There's a lot of credit card fraud in Europe.
Don't some enthoherb shops in the US, sell seeds? I'm too afraid to try growing it so never really looked into it. I need to move to a pot-friendly state or country.
Some of the online *headshops* don't look all that trustworthy either. I almost bought what looked like a waterpipe (but called something different) from a Canadian company that looked allright but I chickened out. I'm pretty sure waterpipes or bongs are illegal - at least on the federal level.
I usually google a business and check out sites like epinions.com or ripoffreports.com before I buy. Or check out feedback at related sites - in this case, sites that support pot use. Perhaps, somebody there could advise you where to shop.
And finally, you can probably complain to the equivalent of the Better Business Bureau in Holland. Varies from country to country and some will actually try to help.
