I think there is some confusion about private universities and the public ones in the US

Private universities can charge whatever the want. However, the public university system - at least in my state can't. The universities are supported by tax money. Tuition is capped by the State legislature and any rate hikes have to be approved by that governing body and be approved the university board of governors.

I think financial aid is also a nationwide thing and is allotted by parental income and student merit as well.

It's not a perfect system, by any means but it's not as bad as people may think.
