Perhaps you're not eating enough of the right things, I mean your ratios of fat/carbs/protein are wrong? What sort of things do you typically eat?
Alot of sugarly foods will make you feel hungry. You need to eat slow releasing carbs and some fats and protein. So for breakfast, a bowl of porriage (I think American's call it oatmeal) is amazing for preventing hunger coming on. Snack on things like apples. Eat little and often. And try to eat protein with your main meal too. Perhaps you need to increase the amount of fibre - fibre really fills you, so things like salads and veggies. And ditch coffee (I find it makes me hungry 3/4 hr after I've had some).
Perhaps your calories are simply too little. What do you aim for? Going under 1200cals/day is a big mistake.
And seriously think about exercise. I mean half an hour of heart rising stuff 5 times a week, like cycling jogging, aerobics etc. Exercise is good for weight loss in so many ways and I can really vouch for that. You burn calories whilst you do, you add extra muscle to your body, which means that even when you're not doing anything you're burning more calories anyway. Studies have shown that exercise actually suppresses the apetite too. And lastly, you'll tone up.
Don't be afraid of high fat foods either, like peanut butter. If you have a slice of toast with peanut butter, its going to fill you up far longer than if you had a slice of toast with jam on it (I think American's call that jelly? I think. You know, fruit spread stuff).
And lastly, it probably takes a little while for your system to adjust.
