Scott, I like what you wrote here, and I'd like to second these changes. Maybe these changes alone would be enough?

There must be a declared maximum, regardless of recidivism, instead of the unrestricted escalation up to a year that we have now. Parking tickets carry the same fine, even if one earns a thousand of them. There might be a need for exceptions, but I can't think of any right now.
