There is an expectation when one sees an advertisment. For instance, if a person sees an advertisment,"dog licences sold here", do they not when they go into the store have an expectation that they could buy a licence for their dog there?
But now, let us look at a hypothetical situation where one goes into that same store and asks for a dog licence and the owner says that they will not sell them one. The person asks why and the owner of the store says that the sign says that dog licences are sold here but it doesn't say when.
