Problems like this can also be caused by a "dirty" phone line.. I know at one point I couldn't connect to ANY site based in the US (except, bizarrely, PB!!) and it had been caused by noise on my phone line (that couldn't be heard, but was affecting my broadband connection), so I called my phone company, told them I was using the phone line for internet and could they clean it to internet standards, they did, and my problems were sorted!!
