Blocks---and Please Be Civil policies

I was wondering since there seem to be many of these (People being blocked) occurrences, does that not tend to ostracize and isolate people? Nobody is perfect and I imagine Dr. Bob knows that but I thought of a couple of ways which may seem less authoritarian than blocks after a warning. (Sorry Dr. Bob I don't mean to say you are being authoritarian, but am just considering the intense level of sensitivity of poster's on here. Please hear out my alternatives) I am also considering the often fragile nature of peoples emotions who post on here, and how it could be damaging.

1) Asking for an apology to the board and/or people any offending comments where directed at.

2)Judge by peers. Take a vote from members on if a person should be blocked.

I am not fond of the idea of a separate board for people who are blocked because I think that reinforces their "criminal-like" status. For many it seems this board is one of the last places they have to turn to, and I think it deserves a progressive, open, liberal-like approach to how "offenders" are treated.

Can we get more discussion on this, and possibly open this policy to change? Thanks for listening.
