This question is far too vague to be answered. A 'rocket scientist' can work in many different areas of engineering/mathematics/astrophysics each requiring different levels of pure intelectual ability. The same is true of a 'brain surgeon' where there might be many different areas of work. To take one further step, I would argue that the 'theoreticians' in either field are more likely to possess enormous intellectual capacity.
I think to answer your question you have to decide which of the two could do the others job with the greatest ability. Personally, I would take a theoretical quantum physicist against a brain surgeon any day of the week. But thats just me.
