It's never too late. I have an 84-year-old friend who dropped out of school in the 9th grade and, after retiring from carpentry, taught himself to use computers, built telescopes and spectrographs, etc. His memory is completely shot and his hands shake like the dickens, but he has developed skills & tools to get around these handicaps.
I got my university degree in the throws of undiagnosed & untreated bipolar disorder and OCD. I think that counts as mental illness. As for the panic disorder, you can develop skills to help you learn without it interfering too greatly -- even with agoraphobia. Also, there may be some things you will never be able to do, but that doesn't mean there are *NO THINGS* you will be able to do. Again, it's all a matter of ambition & desire. Don't give up on yourself so easily.
