If you get mostly a serotonergic response from the Effexor, then the Ginkgo could add some activation and some focus/concentration to the mix - not to mention it's benefits for circulation and as an antioxidant.

Also, Effexor can raise blood pressure (though it's probably not a big problem at 150 mg.) and Ginkgo may help to lower it due to its action in dilating blood vessels.
