I'm starting to sound like a total broken record, but if the principal reason for using Twitter is to attract more new posters, why not consider more seriously one of the main reasons active Babblers leave. They get hurt by the severe blocking policies. Friends and onlookers leave because they are fearful the same thing will happen to them, and they begin to feel unsafe here.

Posters love Babble- it is fascinating, intimate, and can be tremendously helpful and informative to us all. In general, I don't think people want to leave, even when they are feeling better, although they will probably post less often as their outside lives become fuller.

Bob just stated, above, that his reason for giving blocks, including long or escalating ones, was to enforce the Babble civility rules. Wouldn't it be wonderful if he could achieve the same objective- making sure the civility rules were followed, while giving blocks in such a moderate and careful manner that no-one ever left Babble because of them? It's eminently feasible- it's what good parents (and good administrators) do every day of their lives.
