Let us look at one of histories master propagandists, Nazi Reichminister, Joseph Goebbels. In pre-war Nazi Germany, de jure laws to exclude Jews were after de facto propaganda against Jews.
Here is a photo of Goebbels arrousing antisemitic feelings toward Jews by telling others not to buy at Jewish-owned stores
