Under Babble guidelines this apparently falls under what Dr. Bob considers an accusation, and is an unallowable form of discourse on his site. Semantics aside, since it is his forum, he can block you for statements that could be seen as negative comments about another poster or their posts after a prior warning, and it fits with site guidelines to instead talk about your own feelings or reactions to someone else's comments.
I suppose whether a given statement is negative is also open to interpretation, and once Dr. Bob has given his interpretation it's perfectly ok to argue the point, but not to repeat the statement unless you can get him to agree with you. (Which is just a friendly warning since characterizing posters' tones might be seen by Dr. Bob as repeating the statement, which generally leads to escalating administrative consequences on Babble.)
For more information on site guidelines, you might want to peruse the FAQ. :)
