Nikki,
I see this community as like a a village of about 1000 people that has a town hall and some sort of administration to govern the community as to the standards set for its members. The town hall is run by, lets say, a mayor or what you would call that person in The British Commonwelth.
Malfeasance is when, lets say, the administrator does something wrong.It does not have to be something illegal. President Clinton could have been considered to commit malfeaseance.
Nonfeasenance is when the the person does not do what they are supposed to do according to their duties. If a fireman went to a fire and just looked at thje blaze and failed to open the hydrant and install the hose and fight the fire, then that could be nonfeaseance.
Misfeasance is when an action is taken that is against the policy established.
