Lou, I think that a request such as you are making should be directed to Dr Bob via Babblemail, as I find the notion of implying that a deputy should be impeached quite upsetting.
Also, Dr Bob has already outlined in the FAQs that if you disagree with a deputy's decision that you should take it up with him privately (i.e. via Babblemail).Making a poster into a deputy is not a decision that Dr Bob undertakes lightly, and the deputy in question (if I understand your gist correctly) has been doing a commendable job since at least 2002.
If I was the deputy to whom I think you are referring, I would be quite upset.
