Interesting.
When I took lactimal (I went up to 400mg).
The first place my rash appeared was exactly where you describe it.
Started there and then appeared on my other arm. Then I started having Hive like reactions. Very spectacular!! and scary.
Now a year after ceasing lactimal it has turned into full blown enzcema which is quite painful. Still also get extreme hive reactions regularly. e.g if I get a massage it looks like I have been flayed with a cat of nine tails.
