This is very possible. Both GABA (Valium) and serotonin (Effexor) play roles to help prevent excessive excitation (fear) in the amygdala. Using both together act at least additively if not synergistically.

Possibly. However, this might also be apathy, a usually unwanted side effect being produced elsewhere in the brain by the serotonin reuptake inhibiting properties of Effexor.
Overall, is this a good thing or a bad thing?
It might be that your new-found lack of anxiety has given you a respite that, although normal, feels abnormally worry-free, and thus is perhaps being confused with apathy.
Hard to know.
