When my pdoc first prescribed cytomel, my TSH was "within normal limits", although it was on the edge (4.something) and my pdoc diagnosed it as "subclinical", and he cited accounts of cytomel helping to augment even when not out of the "normal" range.
It is important, though, to have several thyroid tests done, not just TSH.
3.6 may be in the "normal range" but may not be normal for you. A couple of years ago, some articles came out saying that having a TSH of over 2 was highly predictive of later hypothyroid problems. For me, I did not start feeling better until my TSH was down to less than 1, but that was under the care of a very good endocrinologist. It is different for everyone, although many doctors go by the statistical norms of .5-5, and pay little attention to how the patient feels.
