I knew a person and he sought out drug people and criminals in a manner like yours, posing as a druggy himself. But he was really an evangelist in disguise trying to reach the unreachable. He infiltrated the ranks of the drug users and was able to bring the Word of God to them and many became free from thir lives of drug use and turned to God and became new people.
