Yes, although ruminations -- obsessing over some subject, usually a source of anxiety -- aren't usually so much of an OCD symptom as a generalized anxiety or depression symptom.

For true OCD, MAOIs may help if the first-line treatments (SSRIs, clomipramine, and augmentation strategies such as Risperdal, Klonopin, and BuSpar) don't work.
