It depends. Like if one of my buddies in class was geuninely ill or something like that and couldn't make the class, I'd lend her the notes. But if its as you describe -- I'd just make up some excuse like I didn't have them on me, I that I needed them right then or something. I have the advantage of having neat but illegible writing, plus I have tons of appreviations that only make sense to me. I don't really write sentences either.
Hmmm. Anyway perhaps you could just say 'whats wrong with your notes'? Well thats pretty harsh, and then you run the risk of being a hypocrite if you yourself are ill or something that need to borrow a set.
It bugs me too when people like that ask me for notes. I had a similar situation last semester, when the girl was just out on a long holiday weekend and didn't make a couple of classes. So I simply made up some excuse and she didn't ask me for them again.
Perhaps you could ask if you could borrow hers? I don't know. It would be slightly sarcastic.
Personally, I think its an inappropriate question to ask someone, if you don't know them that well and its not for any good reason (like you were ill or something like that). I'd never ask anyone for their notes anyway - I'd just try and make the material up from books etc.
