i mean there is nothing to stop them setting up a PRIVATE school where they have more freedom to pick which ever kids they want.
if they choose to set up a PRIVATE university and set the tuition and it is the case that the governmetn won't provide government loans then they can do that.
i don't know if they can offer medical degrees... i don't know if they would need to retrict their training studnets to their own private hospitals...
but a PRIVATE system is differnt from a public system.
giving PUBLIC places to students in a way that gives some PRIVATE ADVANTAGE jsut is corruption.
they treat the public schools as their own private schools . where nobody would choose to go to the private school if they thought the values of the private school wa sthat hte principle or the vice chancellors kid got all the best of everythign solely because they were the vice chancellors kid.
