I started with every two hours myself, training my dog. I had the same trouble as you. I got my dog in the middle of back-to-back tropical storms, so I was standing outside under a huge umbrella as my dog just stood there, *not* peeing. ;-) She came right back in and promptly hit the carpet.
I had good luck praising her lavishly (I mean over the top) each time she *did* do something outside, including a dog treat. She really responded well to the positive feedback. When she messed up inside, I just scooped her up and plopped her outside. No punishment. She was trained in about 1 week.
Also, there is a product at the pet store called *Simple Solution* which uses enzymes to completely get rid of any odor where she wet. Even if you can't smell it, she can, and she might come to see this as *her spot.* It's about $12 for a half gallon, but it's worth it.
