Does the mouse need a cleaning? Maybe a bit of WD-40?

It really just sounds like it got stuck, and then when you did a shutdown it wasn't a clean one. A non-clean shutdown can make the next boot-up behave oddly. But a clean reboot after that *usually* resolves it.

But - remember - to shut down processes <ctrl><alt><delete> brings up the list of processes to kill - and a repeat of it will shut down the system.
