I am a law student and just wrote a paper on this issue of drugs prohibition and racial motivations.

The American Disease: Origins of Narcotics Control, David F. Musto.

Drugs and Minority Oppression, John Helmer.

David Musto's work is by far the most authoritative. Opium was among many reasons banned because of the stereotype that Asian immigrants were addicted white women to opium and then marrying them or using them for sex.

Cocaine was outlawed in part because Southern whites feared it made blacks impervious to bullets.

Marijuana was associated with Mexicans.

There were many other factors at work as well.

Americans don't have the right to ingest whatever substances they want. The Controlled Substance Act and before that the Harrison Narcotic Act - also a tax - made it a crime to possess Schedule I drugs.

According the the Supreme Court, there is no constitutional right to ingest whatever substance one wants. Most of U.S. jails are filled with people who did nothing more than possess or sell to other wishing to possess Schedule I drugs.

I wish it weren't so, but this is reality.
