I think leaving a dog unleashed or leaving a dog out all night in the cold is grounds for complaining to the Humane Society, or local animal shelter. The one near me would probably label the barking as "nuisance" which fall under their purview to intervene with the owners. Also, the leaving out all night definitely would get this local shelter's attention because it could constitute neglect.
Of course, I can imagine that the idea of reporting them and then having neighborly tensions roused isn't so appealing.
The dogs of my neighbors do bark, from inside, but it seems only when someone is in the building hallway, and only if they are awake. The problem I have is that one of the dogs in the building often smells awful, and the smell fills the entire hallway. It is better in winter, but if it returns in spring and summer, I do plan to talk to my neighbor about it.
