What long-term programs do you mean exactly? Except for social security and SSI, most programs have time limits. Food stamps can be collected long-term, but the amounts are too small to allow people to sit around collecting benefits. Most food stamp recipients hold jobs, but make so little money that they still barely hit the poverty line.

Take social security and medicare out of the equation and the US spends next to nothing on long-term benefits. Or are you complaining about the elderly collecting benefits? Maybe you should take a look at the actual federal budget.
