So if you had an inability to regulate mood, that might be called bipolar?

not bipolar, but borderline personality disorder.

I think moods and emotions are the same. The problem is that, with BPD, the tendency is to let emotions overrun you to the point that they become moods or long-run feeling states. At least this is what my DBT therapist would say.
