Wouldn't stress be a condition and anxiety be a possible reaction to that condition? Stress is an environmental factor?

After all, some people thrive on stress. Some people have physical reactions, some people react with anxiety or depression.

I have heard that an optimal amount of stress is good for a person. I'm not sure there's an optimal amount of anxiety.
