D-phenylalanine is not a restricted precursor chemical. Your best bet is to order some in from the United States. That's the only market in which it is being sold, just now (except to laboratories, etc.).
Converting d-phenylalanine to methamphetamine would require some very specialized knowledge, and some controlled chemicals, but d-phenylalanine isn't controlled. Why don't you just try some DLPA?
