The formula has an interesting impersonal psychology.

It's not like you are being punished.

It's as if you have fallen (out of grace?) into a state of incivility at which point, because the aim of the site is to maintain it, the formula must therefore be employed.

It might be a little like the lie detector? It gives that reassuring feeling of impartial dealing, and relies on the technological fix.

It's entertaining (I suppose), and revealing of the cultural biases to which we are all prone.
