Obviously I can't speak for Dr Bob, but I can speculate, based on my understanding of various things he's said over the years. That's a disclaimer, so that everyone understands that this is speculation, and not a hard and fast answer. I'm not answering for Dr Bob, I'm only offering my speculation on the topic.

I think Dr Bob leaves those posts as precedent, as a way to illustrate the civility guidelines. If those posts are left up, people can read them and see examples of what sorts of posts are deemed uncivil under the guidelines. Some people learn better by example, and having examples available might be helpful for those people in learning the guidelines here.

Again, that's just a guess.

It seems to me there are good arguments on either side of the issue -- leaving them up as an example has certain benefits, removing them has certain benefits.

Well, you could ;-) Speaking for myself, as a deputy here, I will tell you that I thought a great deal before posting anything on this thread. I was afraid that I might make things worse by offering my speculation about this. In fact, my decision to post something was based on this last sentence, rather than the initial question. I won't speak for any other deputy, but speaking for myself as a deputy, I often want to offer answers, or speculation, or reassurance, or in some way reach out to others on this site when questions come up. I don't always know how to do so, and I regret that. Often, I feel very bad when I can't.

I try to do the best I can. I wish I could provide all the answers to all the questions that people ask, and obviously I can't. I wish that I could guarantee that Dr Bob would answer all the questions asked here, and I certainly can't do that, since I have no control over anyone else. I do try to do the best I can. I suspect that 10derHeart and Dinah would say the same -- that we all three try to do the best we can.
