I assure you, it is possible. Though new procedures sometimes require modification of software, most operational parameters can be defined in most software if the software operator is sufficiently concerned about users' experiences to invest the effort. Matt'sBBS, which drives this site, could be modified to allow an operator to stop unwanted e-mails from being sent to users. The bulletin board system is written in Perl, which is a reasonably easy to learn programming language, especially if learned for a single-purposes. At most universities, interns are willing to lend programming skills to worthy causes on a volunteer basis. The process by which a software operator modifies software to improve a user's experience is called "support."
