So what are the real DNP rules anyways

I have read the rules yesterday, so I know what they say.
But not too long ago I was told by a deputy that the rules did change. That even old DNP under the old rules would have to be approved by Dr. Bob., and the requests had to be made private. Plus Dr. Bob would have to see "just cause" for the request. This wasn't all that long ago.
So did the rules change back? Was I given misinformation? Or have the rules still not been updated?
