I don't think that use was necessarily part of it's original intent but we are now able to simply request that from another poster. I don't like it and I think if obvious reasons appear to be lacking, it can be quite hurtful and doesn't exactly improve group harmony but, hey, that's the way it is now.
Maybe one way to do it would be to let people request that whenever, but just to enforce it for harassment issues?
