A voting system *will* come down to popularity.
And PB isn't about a popularity contest.
It is clear that the current blocking process needs changing, but how to change it is a really difficult thing (remembering that all the current "rules" have come in through problems encountered. None were random "oh I feel like adding this rule").
But, if blocks came down to ho wmany people liked you.. how is that *any* fairer?
