Some of them start a web proxy that can block cookies. Some kind of anti-spyware type thing running? I think they do the same thing. What browser are you using?
I'd like to take this opportunity to mention FireFox http://www.mozilla.org/products/firefox/ Multi-tabbed, themes, more control over security settings, especially with some of the extensions. My favorite is the right click on a word spell check extension cause I can't spell anymore.
Anyway...
