I would think that after being blocked for the longest period, (one year), and actually wanting to come back after that length of time, that a poster should be able to start fresh.
They should automatically be set back to 'please refrase' PBC, one week block, etc. They should be given every opportunity to start anew,
(unless their first post is blatantly offensive.)
