This is called an "extinction burst", and it's why folks often give up on schedules of reinforcement because they think it's not working. But once the extinction burst dissipates, extinction usually follows quickly if you continue to not reinforce the behavior.

And it does take a concentrated effort to avoid all reinforcement.
