Perhaps the civility rules concern themselves with the intent in the drug use - to self harm intentionally by taking more than a recommended dosage; or for recreation (which can admittedly cause one to self harm inadvertently).

Just my interpretation of the rules - I hope Dr Bob will set us straight on this.
