I know you want to hear from Dr Bob, but since he hasn't commented, and you brought me back in time...
What I learned from a Catholic nun in the 60's was that to "pass judgement" is to put yourself in the place of God. The idea was this is not something I ought to do. Bad emmy.
So, yes, imho, saying that someone is passing judgement is negative statement.
I hope this helps to understand Dr. Bob's comment.
