I know you asked Dr. Bob, but if it matters I think it's probably ok. It says he is *described* as being those things.
It is true, that he *is* described as being those things. Whether we believe them to be true is quite another matter. And if he said that it *was* true then that might also be another matter.
But there is a bigger point he is making with that paragraph - that anxiety and anger are natural human emotions that we all have.
