No, that's not what I was trying to say. It's a technical point about wording. I think both amount to a cease and desist order. And cease and desist orders issued by Dr. Bob and ignored are generally (in fact nearly always) followed by a block.
But Dr. Bob can possibly explain it better than I. I'm getting over my head, I think. Or not explaining well or something.
