Posting while ~ Banned~

What is the penalty for posting under another ~name~ while banned? Is there just one penalty or is there a new one for each new name? There seems a great deal of inconsistency in enforcement. It seems like it makes bans meaningless except for the few who choose to honour them. Why do some people get increasing bans with each infraction of your rules and some people just change ~names~ and get to start all over ?
