If you were to supply the ISP with the times and IP's they can tell what user this is. Some of the stuff that caused you to block people is aganist the user rules of major ISP's. AOL and Earthlink will kill a user for being uncivil (after being told to stop whatever a few times) or not following a list owners rules of a list, including using fake names to avoid a block.
