Or maybe it was just me who had trouble finding this option.
Anyhow, people who choose to link posts to Facebook or Twitter others' comments (links to them) from here can still Twitter one, dozens, 100s, or 1000s (depending upon how much you have posted in the past) of your comments-the links to them attached to their comment-that were previously written and attached to their thread or post.
Unless Dr. Bob somehow can prevent the individual comments that do not contain the icons from showing up in Twitter when they are written in any thread that contains a post of someone who chooses the Twitter/Facebook options - keep in mind that the privacy and bullying factors still remain.
For example, if I opt out of Twitter, someone who did not opt out can simply add a comment to my thread and Twitter it. It does not seem like Dr. Bob has accounted for this, but I may be wrong.
If I'm understanding this correctly, this change would only stop your post from being Twittered if everyone in the entire thread had opted out of this option, and if no one with the options/icons adds a comment to the thread, which is basically impossible to prevent without programming updates that block those posts/links of those who opt out from appearing in Twitter, etc.
Someone else could probably explain this more effectively.

You are not wrong. That is exactly what will happen. I have huge issues with this. HUGE.
