Anyone can, but the redirected post will have you as the "author", unless you're Dr Bob or a deputy. The drop down menu at the top of the "Enter your post" screen will let you put the message in whichever board you want. The way I've done it is to reply to a post including the message you want to redirect, then select the board, and post the message. I've done it a few times, with great trepidation, but it's worked this way.

That's how I used to do it. I used to add a statement about "previously posted by..." to clarify that I was not the author.
