this is all yesterday yawn.
so you get people to do the work building things.
building templates to make it easy for people without the technical know-how to kludge something together.
e.g., you make a 'bootstrap' resource that people can use to build a website.
then you make it all freely available for people to use for free.
they don't have to pay the people who did the work, or anything.
until later.
because the style sheets (stored externally) can be changed by the external repository owner.
can be changed to break the website.
then you would need to figure it out, pay someone else to figure it out, else you would need to pay the external repository owner.
random-ware.
you could call it.
i suppose.
in a country that doesn't uphold copyright laws and that will not pay it's workers etc..
you need to figure a way to extract the money out of them.
the new zealand government will not pay for it.
will not pay to keep records secure etc.
so the people lock the government out of accessing the records
e.g., waikato district health board.
i mean... what did the government think was going to happen?
what did they expect?
they genuinely and honestly thought they were more clever than the IT people and they could just take take take take take and never pay their workers.. never pay teh IT people to keep the system secure etc etc..
