Here's something you can try if you live in a house or appartment.
Unplug your phone from the wall, and go outside. Find the network interface box, and open the "user" or "customer" section. In there, you should find a wire plugged into a connector that looks like the one that your telephone plugs into. Unplug that connector, and plug your phone into it. If you get dial tone on your phone, and you are able to place a call.... say... to the telephone company, that means that the problem is with the wiring in your house or appartment. If you still don't get dial tone, then it means that the problem is with your phone or the telephone company. It might be worth borrowing someone's spare phone and trying it at your house to determine if the phone is the problem too.
If the problem is with your phone or the house wiring, it can cost a bit of money to have the phone company fix it. Most companies are no longer responsible for the wiring inside the house.

I called the phone company to fix a totally messed up bill. Was given different number to call. Called that one, was given a different number. Next bill was messed up differently, so was the next. Each bill came from a differrent state. One state didn't know what the other office did. The people I talked on the phone with were not in the US.
After my anger subsided I thought how ridiculous it is that a phone company can't communicate within. Is't that the business they are in?

When I call my internet company they always tell me I can cut my wait short by going to whatever dot com. And I always scream at the at hold telephone that if I could get to the )&*^%* internet I wouldn't be calling them.
It's gotten to be like a ritual.

A lot of times, our local telephone company will tell you that they'll "check the line" or that they have just "checked the line" and everything's fine, so why did you bother them? What they don't mention is that they check the lines by sending a superstrong signal down them, which is hot enough to dry out the moisture that, around here, is most likely causing the problem.
Love the Telephone Company -- remember Lily Tomlin?
